This course explains how we get the right quality during the construction phase, the players involved and their responsibilities. The course focuses on the role of the Clerk of Work (CoW) / Construction Inspector. It explains their duties, typical activities and how the Project Manager can get the best from their CoW.

This course is suitable for Development and Regeneration staff who are responsible for quality control on-site, who work with Clerks of Work / Construction Inspectors and who wish to obtain a better understanding of their role, activities, and how they fit into the the wider processes of managing quality during the construction phase.

Course Plan

This course covers the following subject areas:

  1. Quality & Quality Management – how much should we spend?
  2. The Main Players & their roles  – Employer, Employer’s Agent, Contractor’s Design Manager, Site Manager, Subbie Managers, Building Control Officer, Fire Officer, (Clerk of Works)
  3. The Clerk of Works role responsibilities & powers
  4. The Employer’s powers (under DB11 / DB16)
  5. Clerk of Works activities
  6. Typical problem areas & ICWCI advice
  7. CoW+…how the CoW can help with contract progress.


Duration: 1 day

Intensive interactive learning with exercises. This course is available in both classroom and virtual format.

A comprehensive handout is provided in electronic format.

For future detailed technical reference, delegates may want to buy the Clerk of Works and Site Inspector Handbook, published by the Institute of Clerks of Works and Construction Inspectorate. It is available here.

Entry Requirements

There are no entry requirements for this module. It is helpful if delegates have attended the Building, Contracts and Managing On-site Developments course, or have some experience of working with Clerks of Work / Construction Inspectors.


On completion of this course you will be provided with an HATC certificate.
